There is an actual Norwegian dish called sursteik, which involves sour milk and as you might guess from the steik bit, a roast. Sometimes words are deceiving. However, you DO fry it like it's a roast. And by that I mean brown it in a pan, before roasting.
The basic idea is to take what a website translating meat cuts assured me was called chuck roll in English, and marinate it in cultured milk (you know, sour milk, hence the name) like kefir or similar, for 7-10 days. You can basically use any sort of stew/soup meat here, it will be tenderized by the sourmilk.
Then you dry the milk off, and brown it with vegetables. No amount of koshering salt will make this kosher mind you. Then you put it in a normal pan or pot like ones you'd use for lasagne (not sure about the english name, add stock and roast it in the oven with vegetables and stock at the bottom.
So there is an actual, traditional milk steak, except it's a roast, and it uses sour milk.

Brioche is used too much in these cooking things. A bread roll and a bun have purposes. And brioche doesn't do them very well. Brioche is delicious but that doesn't mean it's good accompaniment for everything.

Raw eggs are perfectly safe where I'm from because we don't use US washing strategy which degrades the shell and allows bacteria to permeate through the shell into the egg.

the video was ok. Up to the point where he killed a perfectly good steak in milk just to make a point. There are things that should be sacred! Dislike!
