Hemorrhagic Fever Renal Syndrome (HFRS) is induced by a type of Hanta Virus. It's carried by rodent urine, saliva, feces and is often spread by inhilation due to the particulate viral matter becoming attached to dust.
It would cause similar symptoms to what's described, including the hemorrhagic ones, could be exacerbated by drought as dust would become more prevalent and would also be carried by the multitudes of rats.
Wonder why it wasn't considered as a potential suspect. Or a relative of it, anyway.
