No. Just no. You can't re-create information which isn't there (anymore. Sure, the image may look sharper (which PS has been doing for eons with Unsharp mask. Just saying, but the information in the new sharpness is made up, and no matter how impressive it may look, you can't be sure it is what it should be.
Look at it this way: you have a white pixel and a black pixel, and a question mark in between. Traditionally the safe bet was to make the in between pixel 50% gray. That will give you a smooth, yet fuzzy image. If you make it (near) white or black the image will look sharper. Does that mean there's a greater chance it was white or black in the original image? No. It even might have been blue.
A more philosophical way: if you could re-create 100% of the data from 90%, wouldn't you also be able to re-create 90% of the data from 81%? And that 81% from 73%? And so on. A 100 Mpixel image compressed to a 3 bytes file. Yeah, right.

I find this easy to believe because sony has a smartphone that has 4k screen resolution and it also is said to upscale videos for that resolution. now that means that I could download a 360p file and watch it on my phone like it's a 720p.
I haven't seen it but obviously that technology is been touted by more than one company so there's something to the claim

Please, please, please can you give me the name of a free open source software that can convert 480p to 720p that really, really, really improve the video quality. I know there is one. But most people just give me the name af fake ones that doesn't truly improve video quality! PLEASE, PLEASE CAN YOU HELP! I will be forever thankful

A computer also can not know whats in between the pixels cause if its not projected from the original lens, its not there.
The computer can just guess or haben phantasy what may be missing.
So, what you get is a fake resolution.

20 years ago, a company/product named Genuine Fractals did this. I was able to use early digital cameras and improve the results using this.
