We know nothing about budget so it s hard to recommend.
1) Fractal Design Define 7 XL has 5.25 drive bay
2) Intel i9 13900K, myself currently on AMD 7700X and x670E Hero, once in two weeks have random reboots, even with no overclocking, new bios versions all the time, but my system is strictly for gaming, maybe later everything will be fixed, but now wouldn't recommend Ryzen 7000 for work.
3) For cooler would strongly recommend arctic cooling liquid freezer ii-360, air currently not good for both amd and intel, but if air is a must, then Noctua NH-D15
3) Motherboards are crazy expensive this generation, so will depend on budget.
4) 64GB 7200 something on hynix a-die, if that is expensive, then something 6000 on a m-die, something from Kingston Fury
5) for os and storage WD n850X they are currently the best for the gaming, capacity and quantity depends on the budget.

If he wants to go air, he kinda has to go AMD. If he's willing to tinker with the CPU occasionally he really does seem to be the target audience for the 7950x3D. How much is budget a constraint? 64GB for someone multitasking can be really nice.
You didn't ask about PCIe 5, as he sounds like someone who holds onto a PC for a while, it could be a consideration.
Its not all that pretty but I love my Thermaltake Core V71, but if he's not gonna run any drives it seems like overkill just to get a 5.25 bay.

The AI stuff is pretty intense on vram and gpu class while 144 fps gaming should be fine on his 3080, so depends how pressing that is. He can also saturate his monitor speed with a 7600x, no x3d necessary, maybe a normal 7950x in eco mode or 13700k for all the multitasking and headroom?

Adam the nvidia shiill really steered him into nvidia... While Gordon is in silence...
I hope he gets one with enough VRAM...otherwise he will need to upgrade fairly soon...Regarding SSD, at least NVMe v4 to ensure you can have direct storage with proper load times...

Sounds like a big Notuca cooler on a Ryzen 9 7950x in a Fractal Design 7, wirh more Noctua case fans. Might as well have a E-ATX with as much IO as possible. 64 GB DDR5.

Very cool needs. It would be great if he tested network transfer speeds before and after to see how much good old computer was bottlenecking that 40Gb network card.
