In Brazil most women dye their legs and arms' hair instead of shaving it. If based on my experience seeing people in my family and friends doing this, my advice would be to apply it all uniformly and fast in the areas (so maybe a brush would be better than using you bare hand, and if you still wanna use you hands please use gloves. Do it in open spaces because the chemicals are going to be strong and all over your body.
If you live in a tropical region or is planning to do it during summer, I would also advice to go under the sun after applying. The heat will speed the bleaching process and also make it arrive at a lighter shade (specially important if you have darker and thicker hair. But it also mean you could get sun burns, so apply sunscreen before going with the bleach and let it absorb. You can even get a nice tan in the process

Bleaching arm hair just isn't worth the time, effort, and money. Definitely better to shave it and do IPL, or invest a few hundred bucks to have it lasered off.
